In other business, Frie, of Frie Planning and Development Concepts, gave a presentation of the Castroville Horizon Comprehensive Master plan. The plan was based on the San Marcos Horizon Master Plan, which won an American Planning Association Award. Castroville Horizons is the City of Castroville’s master plan and is intended to guide growth of the city over the next decade. It is a plan based on the community’s vision of what Castroville can become and how the community wants the city to look in the future, according to Frie. “The community vision is the starting point for an action plan that outlines policy recommendations for the growth and physical development of the community,” stated Frie’s Master Plan introduction. “It states the city’s goals regarding future land uses and establishes coordination with related city plans and ordinances. Castroville Horizons provides the basis for the development of programs and services that have a positive impact on the physical development of the city and provides direction regarding coordination with other public and private entities on the implementation of its stated goals. The Castroville Horizons jurisdiction includes the City of Castroville, its 1/4 mile ETJ and adopted extended ETJ.” Frie told council the next step is to form two committees -- one to develop goals, the other to determine how to establish impact fees. The two proposed groups are called the Comprehensive Master Plan (CMP) committee and the Impact Fee Assessment (IFA) Committee. Councilman Sammy Tschir-hart told his colleagues the master plan was one of the most important things the council would do and highly recommended the committees be nonpolitical and broad based so the plan is developed and embraced by the community residents. After an hour of back and forth discussion, council opted to have the Planning and Zoning Commission plus one representative from the real estate industry and one resident in the city’s extraterritorial jurisdiction serve on the IFA committee. The ETJ resident and real estate representative are required by law to sit on the IFA committee. For the CMP committee, the council decided to take two members from three city boards: the Planning & Zoning Commission, the Historic Landmark Commission, and the Design Review Board. They also decided to take one member each from the Parks Board, the Sports and Recreation Board, the Library Board, the Airport Board, and the Beautification Committee. One citizen volunteer would be solicited from the churches in town, the Boy Scouts and Girl Scouts of America, Little League Baseball, the Castroville Soccer League, the Medina Valley Independent School District’s Parent Teacher Organization, the American Legion and Castroville’s Emergency Services District. Four members will be solicited from the Castroville Chamber of Commerce, two from MVISD Student Council, and three at-large persons will be selected, according to the mayor. “We will have around 25 to 27 people potentially,” said Lee after the meeting. “The city will contact those various entities and tell them what we want to do.”
